An Investigation on the role of NGOs in crises management with an analysis of Iran Green Front experiences

Abstract:

Extensiveness and variety of natural and man-made disasters, makes contribution of different social groups in the crisis management a ecessity. Reviewing the past century experiences shows that, no operation has been performed efficiently and effectively if it has just been based on the governmental capacities and capabilities, and there has been no social participation. Occurring a lot of incidents in Iran and governmental capacity and capability limitations, requires public participation in such operations. In this way governmental managers should make a change in their view of non governmental organizations presence and place. Green Front of Iran has been working as an environmental NGO in ifferent territorial fields for the past two decades. This NGO has participated in different parts of crises management. The main approach of forming the Earth Rescue Group -1379- in GFI, was training the members and other groups and also participating in relief and rescue operations. This experience can be a practical example of NGO s contribution in such operations. In this article the positive and negative points of such contributions is discussed which can suggest good solutions in this area. Also the cost – benefit table of such operations while comparing NGO s and different governmental sectors' performance can be interesting
