Abstract:

The term of “natural disaster” is applied when an unexpected & sudden natural incident happens so that it diminishes or destroys human, economic, physical and social resources such as to die a great many people, destruction of fundamental installation and… . On the basis of world experience: although at present, it is impossible to determine earthquake position precisely, it is manageable. This process must be include two basic parts: before earthquake and after earthquake. Latter part is management of crisis and its activities starts before disaster and will be intensified when disaster.Though each disaster causes to perish many people also it causes many damages and wastes, we should learn some lessons from it to decrease losses of future disasters.Experience and attainment: An earthquake with 6.4 degree in Richter scale happened on 22 June 2002 at 07:29 in the west of BouinZahra district. The position of this disaster was a region containing 1200 km2 area, with 32000 population. After that, health management for 3 months was conducted by Qazvin University of Medical Sciences and Health Services. Resulted experiences were arranged as 14 lessons; the important of them are as below: 1. The most important managerial change in critical conditions is management concentration. 2. Critical conditions make available a chance to appear hidden conflicts, cons and weak points. Thus, the management of crisis should identify all conditions properly and prevents these conflicts and mobilizes all resources for control. 3. Mystery of the success & efficiency is establishment a communicative and information system also on time & correct use of information. 4. A strong organization and proportional with reality able we to utilize our resources better. 5. Crisis scope is also work, experience and training scope that people and locally forces should not deprive of this possibility. 6. Scheduling the exit time of assistance forces is an art from the view point of management.
