The world wide conference in decreasing the disasters are done in the Kobe city in HYOGO state in Japan with the decide of general assembly of nations organization in January of 2005 and approved the work procedure of a 10 years cycle among the 2005 to 2015 years. This conference is provided a extraordinary opportunity for advancement of organized seen for decreasing the damaging and hazards. In this conference needing to revocable of the nations and societies are survey in front of the hazards. In this conference this is confirmed that the YOKOHAMA conference that is approved for safety world and ready to decreasing the hazards and the construction method was an important changing in giving the necessary methods for decreasing of hazards and the effects of them and in the new looking at the results of the YOKOHAMA conference for actions related to risk decrease to be guaranteed in the form of stable development and social back getting , considers national and local abilities.
