Abstract:

The quick and unlimited growth of big cities like Tehran super city has made our capital city confronting with many risks of natural incidents. Iran is apt to occurrence of 31 kinds of natural disasters, which is located on the Alp-Himalaya earthquake region and is considered among the first six countries incurring human and economic damages of earthquake. Due to unique characteristics such ad great population density, concentration of all ministries and more than 90 embassies, 33 museums and castles , parliament and judicial centers, disciplinary and health centers, important economic centers (great bazaar, stock exchange, …) , complicated lifelines and other reasons, Tehran is a big, complicated and exclusive city in the country and throughout the region. In case of occurring incidents (earthquake) , Tehran is a susceptible city which is the source of non-anatomical Susceptibility of other cities even in the country and international relations. Therefore , regarding the non-anatomical studied cases and study of the susceptibility maps of Tehran , it is highly important to increase safety coefficient and increase readiness in the process of decreasing susceptibility and decreasing risk in various stages of crisis management. Therefore observation of the following results is necessary: 1- Strengthening anatomic and non-anatomic structure of ministries and if necessary transferring ministries of oil, defense , education and ministry of foreign affairs to secure and safe regions of cities. 2- Confirming regulations and legal protection in order to combat disasters and allocating governmental budgets. 3- Strengthening cultural centers, museums, which protect the country’s cultural heritage. 4- Using cooperative insurances in combating the incidents. 5- Carrying out deep researches with the aim of assessment and development of the lifelines of Tehran and the anatomic and non-anatomic reasons thereof. 6- Protection, control and participation of people before and after occurrence of crisis and using the plans foe decreasing risks and increasing readiness in the incidents.
