One of the problems that has been neglected, is urban snow and frostiness phenomenon. Although the snow and frostinesss is not as a hazard by itself and its afterward effects make some problems that we suppose it as a disaster, but we should kept in mind that actually any kind of precipitation is a natural gift. The author tries to categories this phenomenon as a kind of disaster in natural disaster group, because of its subsequently effects on cities, human and social life and daily activity, which makes some troubles in spite of its most benefit for survival on the earth and human. This phenomenon makes too difficulty for city and citizens but no special program is to struggle with its hazardous consequences which is compose of financial and spiritual, economical and social hazards. Perhaps we have used to its effects and its vulnerability, but its integrated hezaeds during the years is extremely height. During the previous year around the country, we had a hard winter and this phenomenon made many troubles for all, specially at the shahrekord, which this paper is going to assess for it. Unfortunately, policy makers did not perform any successful program to face up to and struggle with this natural disaster. This is a new and rare research and aspect on this matter. So, it has been ignored from the eyes of policy makers. The author has focused on this matter with the case of shahrekord city at chaharmahal and bakhtiary province.
