Moving from disaster management towards risk management a necessity in drought management

Abstract:

Droughts are phenomena which occur gradually and in a crawling manner. And must be considered a part of every climate.Drought bring about notable losses around the world yearly and can cause severe negative economic, social but what changes aspect does not let us its exact start and finish time. The effects of a drought are often non-structural and influence a larger area compared to other disasters. Non-structural characteristics of the efforts of a drought block the exact and reliable estimation of its severity and consequently developing preparation plans by the governments. A drought affects all aspects of human life in sensitive and vulnerable areas and creates an emergency and critical situation for man, at the time of this disaster due in sufficient opportunities and resources not a good management is practiced. Therefore drought management which includes a series of reactions, risk management concerns actions toward dangers, so there is enough time to overcome the disaster. Although risk management is preferred to disaster management, risk of droughts can not be omitted. In other words after executing risk management there are some points left which must be death with during and after the disaster. All in all each of these approaches has unique advantages and the combination of then can end in an efficient and integrated drought management system.
