Effect of operation program of urgent condition in flood management

Abstract:

Increasing the developments and owning in recent 10 years and changing the region created the flood risk and the importance of flood management is increased. In the time of disasters there are needing to urgent power and special operation, procedure parts are in the condition that can estimated and programming them. In this way it is considerable that all suitable studies on expensive that are done for natural disasters show that the benefits for programming of disaster is 2 or 3 more than primary expenses. 1990 years see the developing the using of programming in urgency condition and expanding of that in all governments, industrial and society. Providing a operation program must be safety when there is probable of an disaster that will have more damages. In the condition that before disaster the management of disaster is survey with many researchers in different levels it will have good results till the time that this is doing in the time of disaster. Programming of urgency condition must get the need educations in urgent condition in this way knowing the GIS and IT will be useful. Composition of these levels look like: risk and technology management and information technology has a powerful effect on programming the urgent conditions. As a first historical sample we can point to NOOH who managed the disaster of flood.
