Abstract:

Geoinformation Systems (GIS) have been rapidly gaining momentum in the various stages of the disaster management cycle. Advances in wireless communication, computer networks, and mobile terminals lead to so called mobile or ubiquitous computing. Mobile GIS as an integrating system of mobile computing, on-board positioning sensors like GPS, and some GIS capability has fostered a great interest in the GIS field. Although the growth of mobile computing has been tremendous in the past decade, however there still exist some important constraints which complicate the design of mobile information systems. The limited resources on the mobile computing would restrict some features that are available on the traditional computing. The resources include computational resources (e.g., processor speed, memory) user interfaces (e.g., display, pointing device), bandwidth of mobile connectivity, and energy source. Within the framework of this article we suggest an idea to deal with the aforementioned problems in mobile GIS environment based on partitioning in space and time. We propose a theoretical framework based on the divide and conquer idea. The idea is, to divide space-time into small parts and solve the problems recursively. We motivate the use of influenceability relation as a primary relation and show how a logic-based framework for representing and reasoning about qualitative spatial relationship over mobile agents can be defined. As a proof of this idea, a system for rescue and relief after earthquake disaster has been concentrated in this paper. This system which so called MODDARES (MObile Disaster Data Acquisition and RElief System) is multimedia modular software based on client-server architecture. Wayfinding is one of its modules. This task is important because usually after disaster, most rescue and relief teams could be unfamiliar with the region. This system works with different wireless networks and could make a systematic connection between the central office and the field. With the help of synchronization concept, both mobile and office databases would be updated.
