Abstract:

The problem is very simple if the weather news in the actual time received to users. They can schedule their program with the weather variation and hence approach to theirs optimum condition in the managements and especially not attacking by the weather change but this simple subject in the real action is very complicate. Disseminations of weather news and weather forecasting and especially make understanding of it in the non information society are very difficult even for literature people.
