Mechanism of Coordination in Disaster Management

Abstract:

Trend of human life evolution on earth and frequency of natural disasters occurrence indicate inevitable probability of their recurrence. After all his progress, human may not be able to eliminate some of them such as earthquake, volcano, etc. However, it is possible to reduce and even eliminate losses and unwanted impacts attributed to them, through prediction, prevention and disaster management organization. In this framework provision of a mechanism to coordinate disaster management consider as one of the most important and essential (and perhaps the most unique) approaches for decreasing negative impacts of natural disasters. Mechanism of coordination is a mechanism that excludes wasting of time, capital and human actions at the moment of disaster and enhances efficiency and affectivity of disaster management elements and human forces in rescue operations and also in pre-disaster, temporary settlement and reconstruction stages. Considering vast area of Iran, and multiplicity and diversity of natural disasters, it seems that countering such disasters in this country require a broad, effective and comprehensive mechanism of coordination. Also regarding planning and implementing system which rely on sectoral structure of the country creation of such a mechanism can be reckon as the most complicated and important sort of organization that entail continuation in studies, assessment and feedbacks of findings.
