Considering crisis management situation in water and wastewater industry Case study: Qom province water and wastewater company

Abstract:

Recognizing the organization situation and also various of contingent crises is necessaries of each crisis management program. In this research ,while drawing out Port Folio's seven table of kind of crises (including economic, informational, materialistic, human resources, behaviors resulting from mental illnesses, good reputation and natural hazards crises) by using of technological complexity viewpoint and human errors and within the framework of four layer model of factors creating the crisis (in the four groups: human, culture, structure and organizational strategies factors), the crisis management situation in Qom province water and wastewater company has been analysed and his crisis acceptance and crisis fighting examined. In order to do this research, a questionnaire was designed and distributed in among fifty experts of this company and then collected. Results of research indicates that in this company, materialistic and human resources crises are more contingent than other the seven ones. considering the factors creating the crisis indicates that on this company human nature and character are fairly good and the situation of organizational culture is also fairly good (i.e. organization-sufficiency culture, crisis-sufficiency culture and enviromental factor-sufficiency culture is good but there exist optimistic culture of avoidance of crisis as a destructive one in the organization). The situation of organizational structure (informational and communicational structure; facilities and resources; the existence of suitable mechanism and sensitivity for receiving the symptoms of crisis; delegation; effectiveness of personnel in support of the crisis, coordinated using of facilities and resources and extra and intra organizational coordination in this company) is appraised medium and weak, and finally the organization head managmant system , mostly follows the reactional strategiese of crisis management than those of preventive ones. so we conclude that the situaion of factors creating the crisis, indicates that this company is crisis-acceptant.
