Abstract:

Daily life of people is threatened by natural disasters. The most important factor for a manager to overcome the crisis depends on his readiness before it. The main objective was determining Earthquake Information Management System (EIMS) in Japan, Afghanistan and Iran and proposing a suitable model for Iran. This study was cross - sectional and descriptive in which data were collected by questionnaire, observation and checklist. Population was EIMS in selected countries. Source of information was staff, scientific documentation and Internet. Methods of data collection were observation and interview. To analyze data of systems, descriptive -theory method was used. Findings showed that EIMS in Japan, Turkey and Iran is decentralized. EIMS is called “PHONENIX” in Japan, and “AFAYBIS ” in Turkey. In Iran EIMS showed; Absence of timely reporting of most of data before, during and, after earthquakes, Defective, insufficient and inaccurate registration of data, Declaration and publishing different and contradictory population statistical reports by related organizations, Weakness to use reliable information to support the prevention systemic planning. Inability to evaluate earthquake information. According to outcomes it is clear that information system can only influence decisions if it is relevant, reliable and available for the decision-makers in a timely fashion. Unfortunately earthquake information system in Iran is inadequate in providing the needed management support. Therefore it is necessary to reform and design a model. The model contains responsible organizations, their flow charts and their functions.
