Abstract:

Spatial Data is data directly or indirectly depending to geographic information about earth. Most land management scholars are mentioning that more than %80 of all information in society has spatial reference. As obvious to most knowledgeable, data from one or different sources produce information. Today, Information and Communication Technology (ICT) is indispensable, but Spatial Data has become prerequisites. Spatial Data Infrastructure (SDI) is supporting decision-making for the Spatial Data is vital data to Information Systems (IS) especially in case of disaster. Many countries have been working over the last decades achieving the real infrastructure to support their decision process, the best answer was, Spatial Data. Information plays a vital role in every decision-making system and spatial information is consisting information on environment and social facts. First level of information consists of environment like housing, roads, energy dissemination lines, and different data about environment. Second level consists of information on population, economy resources and different layers of information existing in a society that are located over a land parcel. Main gap of management is information, and spatial information is a big gap in managing disaster. Spatial information can improve decision-making for disaster management, because spatial data has especial characteristics about the place and all the information in different level of living over a land parcel. Disaster management requires activities from different government organizations, but what is important to make co-operation between these organizations certainly is the spatial data. Developing spatial data infrastructure (SDI) is vital in our society, because of its effects in every aspects of social planning. It plays especial role in disaster management for the kind of data it collects and processes. Its data concentrates on land characteristics in lower level and buildings, civil constructions and etc. on the next level. Different economic possibilities and social activities can fit to next level. Population information, address data and these kinds of data come as the next level. Spatial Data is important in disaster condition, because of the information it can provide to those managing the disaster in one area. When an area meets disaster, most everything ruins and that information about what was the situation of that area before everything goes under ground or spread over the earth is important to know what exists before and what is in front of eyes. Comparing these two situations can assist management of disaster condition better and this can be achieved by spatial data collect before and that is possible by paying attention to Spatial Data Infrastructures and systems developed by spatial data.
