Abstract:

Today one of the main aims of disaster management structure, is to compensate the losses and using the generated opportunities , in order to improve the conditions and apply developing programs . In this direction, reconstruction plans after disaster occurrences, such as natural disasters, are supposed to be good opportunities to approach the developing aims in the area. Disaster and development are interrelated. From one viewpoint , development may make vulnerability decrease or increase against disasters and from another viewpoint , disaster and reconstruction can make development delay or can provide good opportunities for development . In this paper the meaning of development is a full-scale attitude which assesses various perspectives of development and claims that the development aims achievement, includes a long-term and precise program. This paper intends to examine the reconstruction management of Gilan and Zanjan earthquake in 1369 , in Tootkabon village and extract the developing attitudes in disaster management and conclude from them. This paper estimates the pros and cons of applied actions in this field and introduces the influences of the used programs after 15 years and determines the process of development and its related parameters in Tootkabon . Finally this research considers the roles of various groups involved in reconstruction to conduct the developing programs and the priority of applying these programs through the needs of people affected by the disaster. This paper contains two parts: theory and practice. In this research two perspectives, descriptive and causative, are applied simultaneously. The necessary information is obtained by research means such as : 1)Precise and direct observation . 2) Interview with people , authorities , related experts and knowledgeable persons. 3) Documents : it contains actions and their documents during three periods , the time of disaster occurrence , the post-disaster researches during reconstruction , disaster evaluation via observations and supplemental information which are provided in 1385. By this means , this paper introduces the developing aims in the reconstruction process , continuously it examines the result of studying during 15 years after disaster occurrence and it assesses the degree of success in the region. The result of research shows that the developing programs , should be utilized through the holistic view to the principle needs of the society with paying attention to available resources and the key points in relation to the affected people. It should be noticed that reconstruction programs must response to the principle needs of affected people and in the next stage must provide the conditions of resolving old problems .
