Abstract:

Scholars and practitioners agree that major improvements are required in the performance of housing reconstruction projects. However, how should one evaluate the performance of a housing reconstruction project? And, how can these evaluations be used to affect change in future projects? This paper proposes a method for learning-oriented evaluation particularly adapted for housing reconstruction projects. It looks at how these evaluations are used to develop a body of knowledge that can be used to improve future project performance. However, in learning-oriented evaluation, the goal is to develop a holistic understanding of the project's impacts, including both the expected and unexpected outcomes, for the purpose of gaining insight on how to improve the next project. This paper considers the relation between organizational design and performance of reconstruction projects. Looking for the cause-effect relationship between organizational design and performance, this research confronts the underdeveloped field of the evaluation of post-disaster housing projects. This paper is intended to propose a model to all groups evolving in the post-disaster reconstructions to enable them to better monitor and evaluate their programmes for rehabilitation and long-term development.
