Study of The Risk management frameworks in the urban areas in the world and compare these frameworks to find the best Model to use Risk management process

Abstract:

Nowadays the urban areas continuously face to the hazards and have to show the proper response to their consequences, risk management can reduce the harmful impacts to the cities in prevention and preparedness steps of the disaster management cycle. Risk management generally consist of the stages as below : identifying the risk , analyzing the risk(quantitative and qualitative) and response or risk treatment. The goal of the risk management is increase the good aspects to achieve our goal and reduce the cost include the any impact to the communities. The especial attribute of risk management is early response to the disaster situation, reduce the costs, increase efficiency of disaster management plans, pay attention to the vision of the plans and make a direct positive effect on the next steps of the disaster management cycle. Use of risk management plans has a strong history in other countries and there are so many frameworks to done the risk management projects. all of that ,depends on the situation, could changes to improve the risk treatment, so we have the chance to change them to the best action completely depends on the situation. In this article we study the existence framework on risk management in the world and their general steps (consist of Risk Identification , Quantitative risk analysis , Qualitative risk analysis , risk treatment , risk acceptance , risk reduction , risk sharing , risk transfer , monitoring and control the risk , risk communication and consult, ) so we compare these frameworks to find the hints to improve our chosen framework s efficiency. The methodology of this study is the liberalities study to gather the information about risk management framework in the world and comparing these standards and frameworks to find the differentiation and characteristics of each of them. In result of this study we gather the information about frameworks in risk management in the world and can chose Compatible and complete one for our especial situation so further we could make a plan to identifying the risks in any urban areas and priorities the plans of the municipality disaster management center to increase the efficiency of the plan on this framework.
