Damage Assessment in Reconstruction Management After Disaster

Abstract:

Nowadays, assessment techniques is used for every Scientific, Professional, and daily actions as an integrated usage, and shows in all dimensions of management such as planning, designing, and implementation. In developed countries, “Damage assessment after Disaster”, is an strong part of the assessment plans, they use many tools and methods in this field, but the importance of this matter is not Clearly identified in developing countries like Iran, so this cause so many problem during planning and measures, and do not do in the right time and reasonable cost. “Damage assessment after disaster”, has a great effect after the disaster as a part of disaster management cycle, that has a direct effect on decision making and suitable planning and monitoring in response actions. So it should be objective and systematic plan and regularly in rehabilitation and reconstruction after the disaster. Assessment can develop a feedback to correct the actions of rehabilitation and reconstruction. Despite this subject has a great role in the future improvement in macro economy and success of reconstruction planning, the lack of researches in this field is completely clear. Despite some times we face to a suitable plan in reconstruction in use of Damage assessment but the documents shows that there is no general known and general application in literature of reconstruction in the world. In this research we try to present the Varity strategies, solutions and challenges in reconstruction management and define the correct place of damage assessment in disaster management cycle , and at the end of study the role of damage assessment in reconstruction management will present. This research has made by variety of sources like UNDP, FEMA, EMA, … and because of the innovation of reconstruction in the world and importance of every steps of that like damage assessment in analyzing and consequences , we try to customize this literature in Iran.
