Planning and Locating of Temporary Settlement for the Earthquake Survivors. Case Study of Tehran Sector 1 county 6

Abstract:

Iran composed of big and populated cities faces the high risk of earthquake in some parts. Particularly it is predicted about Tehran that if a strong earthquake happens there, the amount of damages and casualties will exceed the expectations. Studies on management after disasters have shown that in many cases especially when such disasters happen in civil and more developed areas, the trend of prefabrication and reconstruction after these events becomes complex and slow. It is because of many factors such as complexity and building factors remained from devastated residential units, the level of development of the region, the bureaucratic system governing the trend of building constructions, the great number of unsheltered people, the level of primary biological standards and so forth. In such a case, providing a house after the urgent shelter turns into the main problem. Therefore the present research have to forecasting the residential need of quake - stricken people for probable earthquake , with making a suitable planning and disaster management , and do the best to identify suitable places for temporary shelters for them , so that the authorities can make quick camps when the accident appearance . For achieving this goal we should try to identify and evaluate distribution of location according to some standards such as the density of populations, density of buildings, civil establishments, having access to passages and so forth, with utility of GIS and AHP. Hence, urban fabric is the most important factor for camps locating.
