Web-based Systems; Facilitation in disaster management

Abstract:

Availability of information and its validity have and important role in making decisions in disaster management. Despite this indisputable fact, there are lots of considerable problems in accessing, utilizing, updating and confirming validity of information. It is too important that reaction to a disaster be in time and according to its precise condition. This include accessing to information about condition of place before happening the disaster such as number of residents, number of residential places, current available resources such as hospitals or shelters, accessibility to roads, ruined places, seriousness of injuries, number of dead people and required resources and procedures to reacting to disaster situation which should be done in a short time. Any kind of delay or problem in collecting, availability, utilizing, distributing and interchanging of information has negative effect in quality of decisions and quality of reaction to disaster. So it is essential that a suitable technology and framework be selected and used for solving such information-related problems in disaster management. This paper considers the role of web-based systems in accessibility of information in disaster management and investigates available infrastructures in this special field and required hardware and software. At the end by considering special condition of each event, there is suggestion about utilizing these kinds of infrastructures.
