Applied Planning for Disaster Management

Abstract:

Natural disasters cause many deaths, destruction and diseases in all around the word in every single year. Thirty types of all forty exist natural disasters have occurred in our country. Natural disasters and their mortal effects are increased during recent decades and this increase is due to certain reasons such as inflate of population density in cities. This inflation will make an incompatibility between distribution of population and urban facilities and services, and therefore more exposed to dangers. In Iran; more than a hundred thousand persons have been dead by earthquake during last twenty years. Meanwhile in Japan and by the world strongest earthquake only one person has been dead. Such a brief compare shows our situation against natural disasters. Study of other countries that are encountering with similar disasters teaching us that we can improve on this issue and also there is a long and hard way ahead. Now; this is the question: What shall we do to guard against these disasters with considering our facilities and experiences? “Crisis Management” as an answer is a new noticed subject in Iran. Crisis Management has considered as a necessity after Roudbar and Bam earthquakes with almost forty thousand died persons on each. As we are going to establish crisis management; we should know the subject in general and in detail. Subject is “City” and its elements from minor to major are: Neighbor, Alley or complex, street, sector, quarter and zone. Crisis management is not an approach for a certain time and whenever a disaster happens. It is an unfortunate and common mistake in our country and as deep as a culture for us, for example we normally won’t visit a doctor till illness comes. “Lesson learnt” from previous disasters and our experiences are the best way for managing crisis. The author here is describing his valuable observation and experiences from a few recent disasters that he was directly involved with focus on crisis management, disaster recognition in detail and evaluates the applied methods. Hope this help us to plan ahead and able us to control and limit the impact of major unforeseen problems i.e. Crisis Management.
