In this paper ability of executing flood insurance program in flood risk management, flood reduction and retrieving were researched. The different methods for executing flood insurance program in Iran and suitable routes were presented. Determining accurate flood damage and flood insurance rates in executing flood insurance program have a powerful effect and satisfaction in results. Accomplishing flood insurance program in Iran are suitable tools in crisis management at flood condition. In this research to determine flood insurance rates in Iran a suitable method presented and was used. To determine flood insurance rates, value of Expected Annual Damage (EAD) for typical Iranian house was determined. Hydraulic calculation performed by Mike model. Hydrologic and EAD calculation performed by HEC-1 model. The Geographical Information System (GIS) was used as a tool for linking flood inundation model with flood damage calculation and dividing same area in flood risk and flood damage. With choosing Thaleghan river for case study, with using Ilwis program(GIS software) Dem model, landuse, flood plain and damage layers were produced and with crossing this layers a database include flood stage, identification of each home, EAD values and flood insurance rates for residential area was prepared.
