Abstract:

According to the worldwide statistics of natural disasters in the world, flood stands in the first position regarding the number of people damaged by flood and financial damages. In iran during 44 years from 1952 to 1996, 2871 cases flood have been reported , regarding increase of flood waters and the relevant damages, it is necessary to use systems to increase social readiness, flood alarm , decrease and control flood waters, risk management and urban development planning , tourism and agriculture. When studying the risk of flood and explaining alarm system, according to the resources , the following studies are necessary in addition to satellite and radar technology. 1- Hydrologic studies: some of the case in this part include study of the behavior of waterways with regard to intensity and duration of precipitation. 2- Meteorological studies: the first stage of this part is timely foreseeing the rainstorm and estimating the amount of precipitation various basing . 3- Combination of information and issuing alarm: synoptic information , climatic information , satellite and radar to foresees and caution in various models are combined and analyzed One of the important cases in hydrologic and meteorological studies is to standardized precipitation Index and analyzed the amount of average precipitation in the long – term statistic available in flood regions of the country which help us increase our knowledge of precipitation and its changes as well as determining flood risk based on drought and rain seasons in the region which may be used as an important index in incident management , flood survey and drought , foreseeing and alarm , debi calculation and the amount of waterways, urban development,…
