Abstract:

One of the most critical issues which are considered after any earthquake and by the organizations holding responsibilities of crisis management is to find an optimal and safe place for temporarily accommodation of victims. Geographic Information System (GIS), regarding its unique Characteristics in site selection, can serve decision makers as a useful tool for site selection for settling victims. In this article, the district of 2 Tehran's municipality has been studied as a model of a GeodataBase for finding for settling earthquake victims. In this case, the conceptual design model and all the layers of required data for establishing GeodataBase, consists urban services layers and vital routes and also the natural Characteristics of the region, were collected and they were considered as a system of digits in a homogenous format. Then, the geographic information system was integrated and all the information was analyzed using the exiting facilities. The standard criteria and indexes for finding urgent settlement places for earthquake victims were entered to the place data sites and the search for finding results was done accordingly. The results showed that, regarding the site selection standards of suitable regions for temporary accommodation of the victims such as limits of vital routes, power transition of the region as well, the best places for settling are the open areas of some parks of this urban region.
