Abstract:

Emergency Management and Preparedness Plans have been recognized as one of the most important issues for managers and decision makers in recent years. Rapid development of dam construction in Iran has introduced emergency management in dams as one of the critical issues. Dams have been rated as high hazard potential structures due to storage of huge volume of water in their reservoirs. If the dam structure or its operating facilities encounter problems, a disaster might occur. Although dams are designed and constructed in such a way to operate without failure during their operational life, however, they might face damages due to unforeseen structural problems, natural forces, mistakes in operation, negligence or vandalism. In such circumstances, the Dam Owner/Operator has the prime responsibility to manage the dam in such a way which can prevent occurrence of an emergency situation in the first place to be occurred or reduce the loss of human life and property damage, using prescribed instructions. This important task has been accomplished by using Emergency Action Plans in developed countries. Such manuals contain preparedness plans, emergency responses, recovery activities and training aspects which must be followed before, during and after an emergency situation. Considering the fact that Disaster management, especially in the case of dams, does not have a long history in Iran, studies and plans are necessary for this purpose. In this regard, reviewing the EAP experience in other countries, can accelerate development of such plans in Iran. This paper reviews EAP manuals developed for dams in United States, Canada, Belize (Central America), India, Australia, Armenia, Alaska and Finland. Important topics have been high lighted and summarized. So that it can be used as a guideline for developing EAPs of dams in Iran. Such an initiative will accelerate development and application of EAPs in Iran and reduction of human life loss and property damage due to dams' disasters.
