Crisis Management, missing circle in natural events of Iran with emphasis on experiences of Bam earthquake (challenges, approaches)

 Abstract:
Destructive earthquakes occur inevitably in Iran because of its geographical situation, geological stracture and being situated a significant portion of urban and rural dwelling places at high risk area of earthquakes, this require a high understanding of natural disaster and instruments to confront it. The deadly earthquake which ruined the historical city of Bam on ٢٦th December, ٢٠٠٣ was one of the most destructive events of present century in view clearly the weak structure of crisis management in Iran. The Bam disaster could have been only local news like atmospheric precipitation and similar events, if preventive measurs had been taken, but it was an evidence of the fact that the managers were not ready and had no program against an expected event the natural condition of which had been alarmed frequently. Although the bitter experience that managers gained from Bam earthquake was very fearful, it provide an opportunity that lead to discussion and research on inefficiency of crisis management section, Besides the understanding the above weakness, numerous experiences on constructions reinforcement, worn buildings and their compression, high density of population, the field of geological research, training of people, the presence of local assisting and saving organization, loss of timely communication and the need for a comprehensive program on the crisis management have been obtained, ignoring these experiences can result in another heavy losses in future events. In attention to these problems and experiences introduces more difficulties in sustained development for cities. The present paper has paid special attention to the matter.
