The Current Misconceptions of Incident Management And also Search & Rescue Management

Abstract:

The most Intense, The most important and the most essential part of Emergency Response is the second part or disaster phase of an incident (Event). Whatever incident is graver and bigger, so this part of response must be the more powerful and incident management at this phase will be more elegance and the more comprehensive by coercion. Contemporary, the used management system must be exacter. Also it act centralized and integration. Sectors be recognized, Dotes be give over and managements be with object. A Local Management is the simplest and the most quick and so a regional disaster management is the most complete and quite complicated. Each of the presented disaster control and incident management systems by development countries or industrial countries contains smaller population and extents have distinctions which are specifically for those countries. These designs include of experience of each country in addition of the regional and native elegances, except of standard matters. In our country, Iran, for the little experience of incident management, that problems dissolved locally and sectionals with attentive to specially positions at the contemporary history. After the big disasters and incidents happening in recent decades, for inability in the traditional systematic and organizing responses, more than people that were rescuers and related organizes and government who gradually they found out that are necessary to a comprehensive and partnership model for emergency response. All of the models which were going to Iran were from European, American and sometimes, East Asian and Australian. These patterns in using of Iran, showed incompatibility and the end, those come into view weakness of incident management system. Sometimes in using of these systems, the big errors and misconceptions will be happened with non experience commentary. Any how their are some of the biggest and current errors in using of these systems in disaster management or in the accomplishment of these programs how it is necessary to known for correcting or changing in two parts; Disaster Management and also Search and Rescue(SAR) Management. At this article, afforded to mention of believes which are inconceivable and also explained there methods changing on base of argumentation and analyze, without damaged the whole of the management system (like to RMCS, CBPRP, IMS, NRP, NIMS-ICS & MACS). And in the end, it referenced to the responses organizer System (ROS) as an assembly and native method and indicator for crisis management in Iran.
