Abstract:

One of the most important aspects of disaster management is how to prevent and to reduce the number of fatalities after earthquake. For this purpose, rescue grope must work their duties at the least time. Because of damaging roads and increasing trip demanding, capacities of roads are decreased or they are reached at F level of service after earthquake. At this research, the O_D matrix is assumed among five cities which are damaged at earthquake and also it is assumed that the matrix remains constantly on before and after earthquake. The value, quality of road damaging and their capacities are determined by HCS 1.4 software. Then, travel time equation is obtained in traffic, and assigned tips are proposed to available routes by optimization system. After determining of traffic assignment at every route, the routs with shortest travel time is selected. These routes are used by rescuing group.
