Abstract:

Disasters have caused a great part of financial losses, physical/mental/ and spiritual damages of the world. In some cases, the network bears a disaster due to some accidents out of transportation network such as Bam earthquake. Mean wile the accidents because of network vastness and constant exposing to the country roads can lead to occurring disaster in transportation network such as stone falling in chaloos road. The disasters which result in large financial and physical damages or have the potential of such, require urgent actions. These actions are usually out of the power of related organizations for fighting with disasters, and needs over organizational and over a real actions. Since Iran is among in calamitous countries, disaster management gets special attentions and position there. Different event can cause sudden capacity reduction or unusual demand increase in transportation network. In these situations there is a special need for joint command and coordination of the related organization in the least time and the optimum accuracy and speed. The vast transportation network, shortage of facilities, and high potentiality in occurring disasters to network extent, require a proper structure for incident command. Integrated relations, high flexibility, unique command, same language, sources management, dividing responsibilities in a controllable field and simplicity are the features of this system. In this article, after discussing disasters and analyzing them, the needs for goods achievement in time of occurring disasters are evaluated. Then some suggestions for improving disaster management in our country will be made according to the models of organizing disasters (as per country experiences).
