Cost and time management of construction project: A study on Northern states of Iran

Construction projects are faced with many difficulties and problems, difficulties such as apause in operation during rainy days, lack of knowledge of management, increasing materialcost or lack of cost and time estimation, It has also been seen that construction projectsprogress are stopped by many unpredictable incidents. the Author has tried to Find the mostproblematic and effective factors which deacrease the construction project value in case oftime and cost overruns in northern states of Iran. A questionnaire survey has been used toidentify the cost and time overruns factors among local project managers from groups ofclients,consultant and contaractors.
