At the end of the year 2003, a disastrous earthquake hit the Bam in southern part of Iran. This quake remained tens of thousands of tolls and injuries. Neck and neck of many national and international humanitarian organizations, NGOs had the great share of relief and reconstruction. Describing the horrible circumstances in Bam, This paper is aimed both to offer a better view of the NGOs reactions and the urgent needs of the people, and then it defines priorities which have to be dealt with.
