Toward a Model of Achieving Alignment between IT and Governmental Agency

Alignment between business and IT has been discussed among researchers and practitioners for a long time, however there is a glaring lack of investigating alignment in public sector. Achieving alignment between IT and organization also has become a concern of governmental agencies. A number of models proposed to assist them. One of the primary models is Strategic Alignment Model (SAM) which is well accepted among researchers and practitioners. However SAM is a statistic model and may not address the governmental organization issues. In this study, we concentrate on the SAM to adopt it for public sector. We propose a new version of SAM which ameliorates the limitations of SAM according to governmental agency perspective. Through the use of our process model, alignment is more likely to be achieved in public organization environment.
