Investigating the Challenges of IranAdministrative System: the Case of SocialJustice Challenge

Today, one of the main necessities of each society required by thegovernments to manage the society is administrative system which can beregarded as the only tool for executing the policies and running the publicaffairs of society. In fact, all of the decisions and the political, economic,social and cultural programs of the ruling power would be of no effectwithout support from administrative system or its or its competentexecutive power. In a total view, the justice would be the main conditionof existence, continuity and stability of every planned sets and the onlyelement which can fulfill democracy and stabilize the social systems. Theimportance of justice is so pronounced in administrative systems,particularly the government sector. However, these systems are confrontedwith some challenges that if not scientifically and systematically managed,they will become problems. Since the current administrative system of Iranthat is the fruit of modern civilization and derived from administrativepatterns and experiences of some of the west countries is faced withfailures in its path to improvement, current studyhas addressed the social justice challenge while presenting a summary oftheoretical literature and the concept of administrative system and thechallenging issues of the system; because justice is a concept manygovernments claim try it to fulfill. Results of the study indicated thatplanning and applying proper management patterns which is regarded as agood governce pattern could play special role in fulfilling of justice, usingits own elements and components
