Handling risk has become more central to the work of E-Government in recent years. E-Government conducts Risk Management by means of 5 main principles (openness and transparency, involvement, proportionality and consistency, evidence, responsibility) at three main policy levels: strategic, programme and operational. E-Government is already responding to the challenge of managing risks better through modernizing IT investments within first public sector organizations using the principles of e-business. The second path is through integrating IT investments across government levels centered on groups of citizens (i.e., individuals, businesses, other governments and government employees). This paper includes both E-Government expenditure and strategic policy development. It is aimed at policy makers, economists, risk and communication specialists, scientists, social researchers and applies to central government departments, executive agencies and Non-departmental government bodies.
