چکیده مقاله:

سنجه های متداول عملکرد نوآوری که برپایه فعالیت تحقیق و توسعه تنظیم شده اند با رفتارغالب نواوری درکشورهای درحال توسعه تناسب کافی ندارند نواوری درکشورهای درحال توسعه عمدتا به گونه تدریجی و بصورت تغییرات کوچک صورت میگیرد و تکیه بردانش موجود وتجربه بنگاه ها دارد کارکرد سیستم های نوآوری دراین کشورها بیشتر انتشار دانش تقلید و یادگیری حاصل از آن و درنتیجه کاهش فاصله فناوری مناطق ازپیشروان فناوری است به عبارتی هدف سیستم نواوری مناطق درحال توسعه موفقیت درهمپایی است این مقاله با استفاده ازمفاهیم فاصله فناوری و یادگیری سنجه عملکرد نواوری درمناطق درحال توسعه را پیشنهاد می کند سپس با استفاده ازآن به مقایسه عملکرد نوآوری استانهای ایران با یکدیگر می پردازد نتایج این مطالعه نشان دهنده وجود مسیرهای متفاوت برای رسیدن به موفقیت علیرغم تفاوتهای ناب منطقه ای و ساختارهای مختلف صنعتی است
