One of the cities of Iran encountering the problem of vulnerability in the face of natural hazards is the city of Ardabil. Due to its geographical location and exposure to the volcanic Sabalan mountain range and presence of the surrounding faults and watercourses, this city has abundant vulnerabilities in the face of natural disasters. Another issue causing the intensification in the vulnerability of this city's textures is the existence of organic and old textures in the heart of the city, as well as non-standard organic textures on the periphery, commonly comprising one-storey and two-storey houses with low infrastructure densely constructed side by side. These houses are often not in accordance with technical standards and do not possess the necessary solidity to withstand earthquakes. Another problem with these textures is their unsuitable and limited access, which makes provision of aid to their residents difficult in case of natural disasters and can trigger humanitarian catastrophe when the situation becomes critical. The purpose of this study is to identify the worn out regions of the city of Ardabil and investigate the empowerment of urban crisis management in disaster risk reduction, with emphasis on the earthquake risk; in this regard, indices such as type of materials, age of buildings, number of floors, type of use, level of occupancy, construction quality, population density and area are evaluated. The research method in the current study is descriptive and analytical.
