چکیده مقاله:

بهره وری و حفاظت انرژی از راه های کلیدی برای کاهش انتشار گازهای گلخانه ای و دستیابی به سایر اهداف سیاستانرژی در نظر گرفته شده ، اما رویکرد بازار و واکنش های سیاسی بحث هایی در فضای اقتصادی ایجاد کرده اند. ما مفاهیماقتصادی اساسی دربردارنده تصمیم گیری مصرف کننده در بهره وری و حفاظت انرژی را بازبینی کرده و اثار تجربی مرتبطرا بررسی می کنیم. به طور خاص ، ما منظر اقتصادی در طیف وسیعی از موانع بازار، شکست بازار و شکست رفتاری که درزمینه بهره وری انرژی اشاره شده اند را فراهم می کنیم. ارزیابی می کنیم که تا چه حد این شرایط انگیزه برای سیاستمداخله در بازار محصول با استفاده از انرژی ایجاد می کنند، از جمله بررسی شواهد در اثربخشی سیاست و هزینه. در حالیکه نظریه و شواهد تجربی نشان می دهد که پتانسیل برای سیاست های بهره وری انرژی افزایش رفاه وجود دارد، بسیاریاز سوال باز باقی می ماند ، به خصوص در رابطه با میزان برخی از بازارهای کلیدی و شکست رفتاری.
