This study was conducted at the municipality of Balbalan, province of Kalinga, Northern Philippines, covering five project sites. The objective of which is tocharacterized existing micro-hydro power systems and learn from specific power association’ cases and provide knowledge for decision makers, research managersand implementers about the possible success-and failure factors in keeping this association and their micro-hydro power systems up and running for the long term.For the evaluation, two elements of each self-governed institution are considered: the institutional design and the practice of the Barangay Alternative Power Associations(BAPAs) in sustaining their micro-hydro power system. Both elements are reflected in the main question: How well do the Barangay Alternative Power Associations perform in sustaining their micro-hydro power systems and how does the way in which theyare institutionalized affect sustainable power system management? Ostrom’s design principles are used to evaluate the institutional design of the BAPAs,after first having defended that micro-hydro power networks can be categorized as common-pool resources. To measure the practice of the BAPAs on the sustaining theMHP-system a casual analysis was conducted to derive a set of practice variables.The five case studies and the design and practice variables are plotted in a scorecard. From this analysis, useful information were derived to link design criteria,institutional process and performance of micro-hydro power system. The evaluation work is first of its kind to be applied for micro-hydro projects in thePhilippine setting. Summarizing, the small number of cases, the youngness of the institutions, the delimitation of institution boundaries to the BAPA alone, and thecrudeness of the causal model, there is still a need to fine tune the parameters and the procedures used. For now, the results of this study should be viewed as a startingpoint for future research and as a document that can be used in discussions aboutsetting up or changing power associations and other relevant self-governing institutions.
