IR of Iran is ranked number one in the list of countries with the largest average number of earthquakes per year with a magnitude equal to or greater than 5.5 on the Richter scale [1].The seismicity of Iran and its general vulnerability to earthquakes have been graphically and catastrophically illustrated by the Bam earthquake on 23rd December 2003 [6], and most recently in the May 28th 2004 earthquake in the Alborz Mountains, an event that shook Tehran and produced 155 aftershocks in three days. Refer to seismic vulnerability maps of the world; Iran is one of the few countries in the world where the entire region is vulnerable
