The chance to rapidly recover the electric power service after a diffuse blackout appears as a significant aspect both for planners and control center operators, according to the need for a more and more reliable and secure supply. Generic restoration actions have been identified as based oil a variety of restoration strategies used by utilities. The paper proposed a scheduling method using Finite State Machine (FSM) concepts for generic restoration actions. The FSM model incorporates the conditions that have to be met before an action can be taken. Also for standing phase angle reduction and load step calculation, two main problems during restoration, suitable methods re
presented. Then a knowledge-based system for bulk power system restoration is developed.
