In general, Unit commitment is one of the important problems associated with the operation of power systems. The goal of solving this problem is to inimize the operating, pollution and load supply costs while satisfying the operating constraints. The growing tendency to utilize renewable resources and smart grids has led to the use of newer approaches in the investigation of unit commitment. One of the most important of these approaches is the issue of uncertainty. In this paper, first, the problem of unit commitment optimization without the consideration of plug-in vehicles is solved, and then the issue of load uncertainty with the presence of plug-in vehicles in the unit commitment is explored and an intelligent and flexible operation model consisting of sources, loads and plug-in vehicles is defined. To consider the uncertainty, a set of scenarios is defined by sampling the probability distributions of random parameters, and the problem is solved for each of these scenarios. The final solution of the problem is a weighted average of the results obtained from these scenarios. A dynamic optimization scheme is able to consider the changes of load and plug-in vehicles in a complex smart grid. So, the Particle Swarm Optimization (PSO) algorithm is also used in this article, and it is demonstrated that the plug-in vehicles are effective factors in the operation of smart grid
