Teachers are thought to be one of the main sources of input for language learners in foreign language classes. It is reasonable then to hypothesize that in this regard, the language learners' perceptions of effective and ineffective teachers are of profound significance. Therefore, touching up on this issue, the present study is an attempt to delve into identifying the characteristics of effective as well as ineffective teachers by exploring the language learners' attitudes about such teachers. The participants included 100 beginner learners (60 males and 40 females) who studied English in various language institutes and whose age ranged from 13 to 31. The mean years of language learning experience was 2 years. The procedure included semi-structured interviews during which the participants were asked to enumerate the characteristics of or describe effective and ineffective language teachers. The findings indicated that effective language teachers a) have mastery over the materials taught, b) teach in an understandable way to all the students, c) are good-tempered, humorous, well-dressed, sociable and responsive to students' needs, open to criticism on the part of the learners, d) have correct, clear and good pronunciation, e) show prudent time and class management, establish personal rapport with thier students, among other characteristics. On the contrary, the participants stated that ineffective language teachers, brimming with the reverse features of the effective teachers, a) are bad-tempered, lacking in discipline in the class and in the rapport with their students, inable to teach in an comprehensible way, b) are too hard on students, are not responsive to students and feel resentful in class, c) have incorrect pronunciation and bad accent, d) have little mastery over the materials in particular and English in general, e) lack good time and class management, do not accept criticism from their learners, and so forth. The findings demonstrated that both teaching-related and behavior-related issues are equally important to the language learners, a point that needs to be borne in mind by the language teachers. Therefore, language teachers are required to take into account that language classes are the milieu where the inside (linguistic matters) and the outside (behavioral issues) meet and that language learners attend to both these points
