Today as Peters et al. (as cited in Richards, 2010) notes, a theory of textbooks has not yet been devised in the field because of our snippet information about how textbooks are implemented by teachers and students at school and at home. Therefore, Richards (2010) considers ethnographic studies of materials production and use as a solution to the mentioned problem. He notes that by ethnographies of materials production and through conducting an interview with publishers and authors we can become aware of the factors that contribute to the formation of the eventual shape of the materials. He also quotes Venezky (1992, P.444) who mentions that we have no case studies on the design of new textbooks series that would allow insights into the origins of the textbook innovations or the decision-making processes that lead to the retention or rejection of specific content or design . Altogether, these findings indicate that the existing gap in the field of materials development can be plugged by conducting research on the ethnographies of materials production and use. With these in mind, the present research aims at elaborating on all the stages of developing materials for the ESAP students in general and for the students majoring in Theology and Law in particular. To this end, an open ended interview was conducted with a total number of 30 students majoring in Theology and Law in Yazd public university in order to gain some information about the students’ needs, wants and lacks. This was done considering the fact that materials can be effective when they are designed based on the learners’ needs since when learners find a relationship between their needs/wants and the contents of the materials, they become strongly motivated (Jordan,1997). Subsequently a collaboration preceded by cooperation created among the content specialist and language instructor in order to compensate for most of the deficiencies resulting from the gap existing in the knowledge of the content teacher about English and the gap in the knowledge of the language instructor about the content in all the stages of materials development. Finally the materials were prepared and they were taught to the students of Theology and Law in the whilst-use phase of materials evaluation for the purpose of locating and modifying their possible deficiencies. In conclusion, this article provides detailed information about all the stages taken in developing materials for the students majoring in Theology and Law
