Water management is being associated with activities undertaken towards well functioning of water ecosystems. Water management is, however, not only an environmental issue but even more a condition sine qua non for viability of whole socio-economic and political systems of states’. Water management is neither a purely technical issue. Regarding the life-sustaining role of water its proper management is fundamental to ecological security of states and populations. Scarcity of water, reducing its quality and degradation of the water ecosystems seriously impact ecosystem integrity as well as prospects for economic and social development, political stability. Improvement of water management quality is a requirement for proper states’ development and for the fruitful and peaceful regional cooperation. Multifunctional utilization of water requires that its management shall integrate such areas like agriculture, natural sciences and technology. In order to synchronize all these fields and due to create sustainable water management standards proper legal instruments on both national and international level are required. Currently existing water crises, among others also in Central Asia, are of multidimensional nature. They are effects of a lucking concept for a sustainable water governance. It is necessary to look at key elements of water governance, which are ownership, development and management of water resources. To establish well functioning water governance we apply instruments deriving from water resources law. First of all I will discuss principles of law governing the management of all waters, which the legal instruments shall remani in accordance with (Section 2). Subsequently (Section 3), the article will address the notion of water governance and legal framework for water management. Finally (Section 4), I will refer to few questions of water law substance
