The chain of negative social, economical and ecological consequences is connected with the specific character of the manifestation of seismic risk factors. They act in concord and are synergetic nature. Analysis of executed retrospective earthquakes as synergetic event, presents not only the geological history of planet, but also coming forward roles of significant historical, social and ecological factor. At the first stage development of civilization the vector of interrelations acted in the direction “lithosphere - biota - man”. At the second stage (in the last century of second millennium, as to Gregorian calendar) ) humanity destroyed traditional connections in the biosphere as a result of its irrational economic activity, so from this time, not only natural factors, but also the technogenic factors induced earthquakes. At the third stage (on the boundary of this millennium) an another form of seismicity began to be shown, as the effect of intensive military actions and situation becomes complicate. Recently the problem of seismological monitoring of megapolis and large industrial objects areas has been growing more and more acute. Even comparatively weak seismic events of natural origin or technogenous with magnitudes of M=2–3 in megapolis and industrial centers may have dangerous consequences especially with their systematic recurrence. However the problem of forecast of earthquakes is far from the ideal solution. The residual principle of financing in the most of the countries of World community leads to the catastrophic consequences of earthquakes in modern civilization. The negative consequences of earthquakes can be reduced only with sufficient state financing of the systems of the forecast of programs of creating seismic monitoring. Taking into account the dynamics of natural, technogenical, geopolitical factors the periodic regional correction of the estimations of the seismic activity of the territories (The quality of the geological space resource is required for the stay of man and different types of economic activity). The sociapsychological preparation of the population taking into account the cultural traditions of the natives plays a significant preventive role, for the stabilization of the situation in the regions of the natural catastrophes after the catastrophe. It is important to improved urgent aid to the victim, which now successfully renders to (EMERGENCY AND DISASTER MINISTRYOF RUSSIA), and the correctness of the media in description of the consequences of catastrophic processes.
