There is an increasing interest in the strategic environmental assessment (SEA) of policies, plan and programmes. A number of principles for SEA systems have been advanced and SEA practice has developed in several countries. In light of the scarcity of literature exploring the practical implementation of SEA, this paper attempts to provide an understanding , objectives , procedure , the need of SEA and its differences with Environmental impact assessment (EIA) . at the end comparative overview of SEA system in water resource projects has been added
