Change managers often vital to the success of the organization, and they are searching for ways to streamline organizational changes. The focus and having empowered employees, is a major contribution to achieving organizational goals. The main objective of the study was to investigate the effect of empowering human resources and organizational development, Khorasan Razavi Department of Education. Of study is applied and descriptive in nature and purpose of the 495 workers employed by random sampling, 300 samples were analyzed. To collect data from two standard questionnaires was used. Content validity and reliability based on Cronbach s alpha coefficient ofjust 89% and 90% was confirmed. To test the hypothesis, the regression model was used. Results With Confidence 95% (p-value = 0.000) showed that the factors affecting organizational change is effective empowerment of human resources and organizational operating conditions is the most important role on human resource empowerment.Finally, suggestions for practical results are presented
