چکیده مقاله:

The electricity power market in Iran is in its second decade of operation and achieving its goals depends on a process called competition, so that the appropriate dynamic mechanism of the competition may result in a process called economic. It is clear enough that achieving this requires a systematic and legal organization to improve efficiency and quality of service by framing the rules of manners and providing a competitive environment. The Electricity Market Regulation Board is the main regulator of Iran s electricity market. In order for a regulator to be able to adopt appropriate laws and regulations for the sector it is supervising, certain criteria and principles need to be established in that institution (OECD, 2008). Legally, the regulatory institute must have been established by law. The principles, procedures, processes and policies of the regulation should be specified in the law, as well. The regulator must have the final decision-making power within its jurisdiction. Ideally, the market structure of an industry requires a minimum set of management standards and principles to optimally provide services and space for the competition among market players. This requires a coherent and organized corporation with full legal support and independence to protect the producer and consumer against monopoly and market authority.
