چکیده مقاله:

Iran is one of the most seismic country in the world, and lots of earthquakes occur in Iran every year. Some actions and researches have been taken place in Earthquake Disaster RiskManagement (EDRM) since 1990 after large earthquake of Manjil-Rudbar in northern Iran. One of the main subjects in EDRM is Community Based Disaster Risk Management(CBDRM). This paper presents the idea of Earthquake Disaster Management MultipurposeComplex (EDMMC) with self-help neighborhood approach that has been proposed for making CBDRM feasible in each neighborhood of a large city like Tehran. In this paper Youssef Abadregion6-Tehran was considered as a case study, considering an EDMMC, being a trainingcenter as its daily activity. In structural design, part of the study, assuming a CBF steel skeleton for the center, it’s the seismic behavior was evaluated using dynamic nonlinear analysis. Threetypes of structural systems, including ordinary frames with a typical foundations (M1), frameswith LRB base isolators (M2), rocking structural systems (M3) were studied applying the scaled accelerograms of three selected of Northridge, Kobe, and Chi-Chi. Several seismic responseswere evaluated including maximum roof displacement and acceleration, maximum inter-storydrift and maximum base shear force, and the hysteresis force-displacement behavior of the structural fuses were also investigated. The results indicate the appropriate function of the selected M2 and M3 model in controlling and decreasing the seismic responses of the structure
