Multi-layered decision making in crisis management studies: The political and military crisis

Crisis category according to the nature of the activity itself to face it encompasses all organizations and societies more or less. Iran, the occurrence of natural disasters, is among the first ten countries of the world comes. According to the country s strategic location and the presence of foreign enemy, the political and military crisis is not far from expected. So attention quickly to crisis management at all levels of the country is essential.This paper defines and expresses the crisis based on a systems approach and decision-making approaches to crisis management; the formation of a crisis using the six-step model Turner has been discussed. In order to improve the quality of decision-making (in the field of collective action organizations), multi-layered decision-making framework in the study of decision-making in political and military crisis is investigated. The results indicate neglecting of addressing the layered model of decision-making in crisis.
