Throughout industry there continues to be a growing awareness of the importance of HSE activities. Originally HSE concerns were low level and were thought of as a moral issue, it was wrong to hurt people at work. Then HSE became a management issue, although largely driven by cost. Now the HSE culture has returned to a moral imperative, but not driven within the organisation. Rather it has been driven by the change in society at large. The growth of the Media, the availability of information, and the instant pictures that television provides of every horrific accident has caused a ground swell of opinion in Communities, Governments and NGO’s that HSE performance is an important aspect of our world and of business culture Major accidents such as Bhopal in India or Piper Alpha in the North Sea attract huge attention and have caused a growing belief that industry is not to be trusted to preserve the environment or to protect the health and welfare of workers and the community at large. Recent scandals such as Enron, while not HSE related have reinforced that attitude and created more mistrust. Meanwhile the original concerns and debate around Safety and injuries to individuals, which spread to Occupational Health and exposure to hazardous substances has come to be increasingly dominated by an Environmental agenda. HSE activities must now recognise and fully encompass the prevention of damage or harm to the environment in its broadest sense. Sensible businesses must then recognise that they operate in a Media spotlight and that their activities are overseen by NGO’s and conducted by the permission of the wider community. They must recognise that good HSE performance has become an imperative without which a business will not survive.
